LEARNING OBJECTIVES

Attendees will:

1.  Gain a thorough understanding of Arizona’s mental health landscape

as  it  existed  in  the  1970’s,  and  how  it  has  progressed  from  an

institutional-based system to a community-based system;

2.  Understand  how  Arizona’s  failure  to  have  prepared  for  the  “de-

hospitalization”  process  resulted  in  the  complete  breakdown  of  our

human service systems, and set the stage for the filing of the statewide

class action lawsuit;

3.  Learn  how  the  doctrine  of  “Separation  of  Powers”  has  impacted

statewide  advocacy  on  behalf  of  those  with  a  serious  mental  illness,

and limited the extent to which the Court could meet the needs of this

underserved population;

4.  Gain   unique   insight   into   the   process   of   class   action   litigation,

specifically,  the  Arnold  v.  Sarn  case,  including  how  the  statewide

system of community-based services was developed, and the progress

of the defendants was monitored by the Court;

5.  Develop  an  inside  perspective  of  the  limitations  of  Court  directed

advocacy on behalf of underserved populations.
